University Libraries Academic Professional and Administrative Committee (ULAPAC)

What does ULAPAC do? 

University Libraries Academic Professional and Administrative Committee (ULAPAC) represents the issues and concerns of Academic Professional and Administrative (P&A) employees, with powers defined in the Libraries’ Constitution. As defined there, ULAPAC:

  • Is an advocacy group for P&A staff members.
  • Makes recommendations to the University Librarian regarding personnel policies & practices, either at its own initiative or at the request of the University Librarian.
  • Engages in widespread consultation with P&A staff, in order to inform advocacy on issues, and gain a sense of the general consent of that group. For example:
    • During the 2022-2023 academic year, ULAPAC held listening sessions with P&A staff on staff retention and promotion; staff turnover and related issues; and burnout and morale. The Committee wrote a summary report that was shared with Libraries staff and leadership.
    • During the 2021-2022 academic year, ULAPAC held listening sessions with P&A staff on flexible work and wrote a summary report that was shared with Libraries staff and leadership.
    • In the same year, ULAPAC produced a report documenting staff members’ responses to the Libraries DEIA Climate Survey and University-wide Employee Engagement survey.

Employees represented by ULAPAC include 93xx class employees and 97xx class employees.

Based on the committee’s rules and guidelines, what responsibilities do the members of ULAPAC have and what is the workload?

  • The chair schedules and leads committee meetings, facilitates committee projects, and represents P&A employee interests at the University Libraries’ Executive Committee.
  • The members attend committee meetings, help decide on committee projects, and participate in committee projects (for example, facilitating or taking notes during listening sessions, writing reports).
  • With the Librarian Committee, ULAPAC hosts an annual Meeting of the Whole for represented employees, in which votes are sometimes taken on relevant matters, reports are shared, and other issues of interest are discussed.
  • ULAPAC typically meets once a month, with additional meetings scheduled as needed to accommodate project work.
  • Ex-officio members to ULAPAC have additional duties and workloads outside this committee and are expected to regularly report back to ULAPAC regarding Librarian committee and P&A Senate business.
